Women and work: Shaping a fairer future

The PM today appointed Minister for Women Tessa Jowell as the Cabinet champion to produce an action plan after the publication of a Women and Work Commission Report Shaping A Fairer Future. The Commission reports that the UK economy would stand to benefit by up to £23 billion if barriers to women working in occupations traditionally done by men were lifted and women's participation in the labour market were increased.

Stress-related and psychological disorders

The 2004/05 survey of self-reported work-related illness (SWI04/05) prevalence estimate indicated that around half a million individuals in Britain believed in 2004/05 that they were experiencing work-related stress at a level that was making them ill. The Stress and Health at Work Study (SHAW) indicated that nearly 1 in 5 of all working individuals thought their job was very or extremely stressful.

Conception rate up

The conception rate in England and Wales rose between 2003 and 2004, according to a new report published today by the Office for National Statistics. The overall conception rate rose by two per cent between 2003 and 2004 from 73.7 to 75.2 conceptions per 1,000 women aged 15-44. While the under-18 conception rate fell (from 42.3 conceptions per 1,000 girls aged 15-17 to 41.7), the rate for women aged 40 and over increased by six per cent (from 10.7 to 11.3 conceptions per 1,000 women aged 40-44).

3,648 Civil Partnerships by 31 January

Same-sex couples formed 3,648 civil partnerships in England and Wales by 31 January 2006. Male couples formed 2,510 civil partnerships and female couples formed 1,138.

New edition of Social Trends

The 36th edition of Social Trends, published today by the Office for National Statistics, shows there has been a substantial rise in the proportion of births occurring outside marriage. In 1980, 12 per cent of all births in the United Kingdom were outside marriage; by 2004 this had increased to 42 per cent. The United Kingdom had the fourth highest level of births outside marriage in Europe, after Sweden, Denmark and France.

Parenting and children's resilience in disadvantaged communities

New research from the Joseph Rowntree Foundation examines the perspectives of parents and children living in ordinary families in four disadvantaged areas in and around Glasgow. The research set out to develop understanding of the distinctive challenges of bringing up children in disadvantaged areas, children's perspectives on identifying and managing threats, and how parents and children promote their children's well-being and safeguard them from day-to-day risks. The full report, Parenting and children's resilience in disadvantaged communities, by Peter Seaman, Katrina Turner, Malcolm Hill, Anne Stafford and Moira Walker, is published for the Foundation by the National Children's Bureau.

The World's Youth

The Population Reference Bureau (PRB) has published The World's Youth 2006 Data Sheet, which provides a comprehensive portrait of the well-being of youth (people ages 10-24) across the globe. It shows that more than 25 percent of women in the poorest regions of the world have had a child by age 18. And while young women in developing countries are less likely to marry early compared with their mothers, child marriage—a practice contrary to international conventions on women's and children's rights—is still widespread in regions ranging from Southeast Asia to the Caribbean and Central America.

Britain suffers ‘baby gap’ of 90,000 each year

The ‘baby gap’ between the number of children Britons want and the number they actually have is over 90,000 a year, according to new research by the Institute for Public Policy Research (ippr) published this week.

New campaign against domestic violence launched in Halton

A new advertising campaign aimed at encouraging friends of victims of domestic violence in Halton to report offences was launched today. The 'Enough' poster and radio campaign forms part of the Government's crackdown on domestic violence and comes alongside the rollout of new specialist domestic violence courts.

Parents of children at risk need better support

A new report by the Commission for Social Care Inspection (CSCI) - Supporting Parents, Safeguarding Children - found that over 26,000 children in England would have a better life if their parents were given more support and help by local councils. The CSCI's report makes a number of specific suggestions and recommendations for policy makers, Local Safeguarding Children Boards and Directors of Children's Services, practitioners and researchers.

The Office of Fair Trading (OFT) warns consumers: don't fall victim to an online dating scam. The internet has opened up new ways to meet potential partners and, although the vast majority of those who sign up to an online dating agency are genuine, some scam artists are out to trap the unwary.

The New East End

A new book, The New East End: Kinship, Race and Conflict, by Geoff Densch, Kate Gavron and Michael Young revisits Michael Young’s classic 1950s study Family and Kinship in East London (with Peter Willmott). It focuses on the relations between the ‘old’ white, working-class population, the British-Bangladeshi population and the young white newcomers.

Launch of consultation on the biggest change to sex equality legislation in 30 years

The Equal Opportunities Commission (EOC) has today launched a three-month consultation on the Gender Equality Duty - the most significant change to gender equality legislation in 30 years. The Commission is encouraging public sector bodies to participate as fully as they can in the consultation, to ensure that the new law is workable in practice and delivers real benefits for all those who use and are employed by the public sector.

Delivering a world class children's workforce

Children's Minister Beverley Hughes today set out the next steps in delivering a world-class children's workforce, including the development of an integrated qualifications framework. To support this improvement the minister confirmed how the new Transformation Fund of £250m would be used to secure high quality early years provision and better outcomes for children and their families through investment in a better qualified early years workforce, without compromising efforts to make childcare more affordable.

Grant boost for voluntary organisations

Children's Minister Beverley Hughes today announced a £17 million grant boost for voluntary organisations working with children, young people and families. The newly formed Children, Young People and Families Grant Programme will help fund voluntary organisations to do work of national significance that supports the outcomes of the Every Child Matters: Change for Children programme.

Hutton signals major overhaul of Child Support

John Hutton today signalled a radical redesign of child support in the UK as well as a package of measures that will get tough on parents who shirk their responsibilities.The Secretary of State for Work and Pensions said the system of child support in the UK needed to be completely redesigned and could never in its current state be made fit for purpose. He announced that Sir David Henshaw will lead the work to redesign the system.

Reuniting looked after children with their families

In recent years there has been a rise in the number of children looked after by local authorities, with consequences both for the children and families themselves and for local authority resources. It is therefore timely to consider the option of reuniting some children with their families. This review of the research in the UK and USA, by Nina Biehal at York University, presents the available research evidence on patterns and outcomes of reunion. Improving access and support for adult learners caring for disabled children or other family members

Dr Philippa Russell has been awarded £17,100 for a proposal to set up a demonstration pilot project to improve access to, and information about, care facilities for adult learners who are also caring for a disabled relative. The pilot will liaise with local Children’s Information Services, Job Centre Plus and further and adult education providers in order to improve local childcare and family care options, and thus ensure that support for learning is seen as a service to be built into local planning arrangements around family support.

UK marriages rise for 3rd year running

There were 311,180 weddings in the UK in 2004. This is 1 per cent more than in 2003 when there were 308,620 weddings and is the third successive annual increase. However, there has been a long-term decline from the peak number of 480,285 marriages in 1972.
